Money is like oxygen to terrorists?

In 2002 a State Department report declared that money is "like oxygen to terrorists, and it must be choked off." Yet Tufts University scholar Ibrahim Warde argues in his new book, The Price of Fear, the post-9/11 series of financial crackdowns by the U.S. government have had virtually no impact on terrorism.
