No one goes to Africa because it's generally a scary place to visit. I'd bet it isn't the price so much as the political volatility and HIV risk keeps people away. Granted, not *every* part of Africa is filled with HIV and governed by madmen, but enough of it is (and the rest gets little enough press coverage) that most of the traveling public has little incentive to try to discover what parts of Africa might actually be worth visiting.
Africa leads in growth in tourist arrivals last yr;
"With an expected rate of +10.6% for 2006, Africa is this year again the world’s regional leader in terms of growth. Between January and August international tourist arrivals increased by 9.8%."

so things are improving so don't despair.
